(a+b)^2  = a^2+b^2+2ab

Area of square is side ^2.

Square made by increasing the side by b is extra 2ab than squares made by a and b as side.

If a is less than b then ab is greater than a^2 and less than b^2.

In simple terms

Multiplication after Addition is 2ab extra than Addition after Multiplication. That 2ab is between multiplication of a and b individually. When making a and b equal is not possible then making a or b much larger reduces that extra 2ab to minimum.

That 2ab is source of dispute.

Whether it is a times b or b times a.

When a is much smaller then its easy to choose a times b for population control.
